We are aware of a circulating message that all Singaporeans will be eligible for the CHAS Blue card by applying online.
We would like to clarify that this is not true. There are three types of CHAS card, namely Blue, Orange, and Green, with different levels of CHAS subsidies, as part of our efforts to care for the health and well-being of all Singaporeans. While all Singaporeans are eligible for CHAS, the CHAS benefits are tiered according to the monthly household income per person or the Annual Value of the home. Such means-tested subsidies are intended to provide more assistance to help Singaporeans at the lower income groups cope with their healthcare costs.

Application for CHAS / Higher Healthcare Subsidies
Households can use this application to apply for:
The Community Health Assist Scheme (CHAS), which provides subsidies at participating CHAS GP and dental clinics.
Higher healthcare subsidies at public specialist outpatient clinics (SOCs) and polyclinics.
Call the CHAS hotline at 1800-275-2427 (1800-ASK-CHAS), Monday to Friday from 8.30am to 6.00pm (excluding Public Holidays).
The CHAS online application e-Service will not be available on every first or second Sunday of the month, 12:00AM to 7:00AM due to scheduled maintenance. We apologise for any inconvenience caused.
All Singapore Citizens are eligible for

Benefits are tiered by household monthly income per person (for households with income), or Annual Value (AV) of home as shown on the NRIC (for households without income).
